City committee delays action on sign code recommendations until July
Full text of the recommendations of the Task Force review of the code
The 11-member task force revised Code Sign, composed of residents and sign industry representatives, recommended a number of changes to the rules of the city for signs. The final decision on whether to implement one of the changes will be in place at the Rapid City Council. The recommendations are:
Maintain current system of credit signing. Complete movement ban on all off-premises signs on site and public purpose, including existing signs. Prohibiting electronic digital billboards and require additional on-site electronic signs will be treated the same premise and off signs.Require signing companies to surrender four credits for converting a sign panel static to digital, if the digital billboards are allowed. Limit advertising on site and off-site signs of a static message six seconds without animation. Remember after Katrina how as businesses reopened they would flood the neutral grounds with signs? Or during the elections how the politicians line every major street in the city with their campaign signs? At least after Katrina it served a purpose with so few phones working and the cable and internet out for thousands and thousands of people.

The intent of the Campaign Visibility Area (CVA) is to provide campaigns and other groups with a designated area to express their free speech rights. It is important to remember, however, that while we want to allow this opportunity, safety is our number one concern. Many, if not all, of the rules outlined below are designed to ensure safety of all CVA participants along with the debate attendees. It should also be noted that Saint Anselm College, is private property, is located within a residential area of Goffstown and Manchester and we ask all CVA participants to be respectful of the local community.
LocationThe CVA will be in the parking lot in front of Baroody Hall ( indicated as building #25 on attached PDF map ) on the campus of Saint Anselm College.
