Yes, a property line is infinitely thin. If he wants to place anything on the line (markers, fence, etc.) they have to be entirely on his side.

Meridian marker temporarily moved for Cascade Park construction
The meridian marker was removed last month during construction on Cascade Park. The marker -- once officially called the prime meridian and basis parallel marker -- represents the starting point for every survey in Florida. The original marker was placed in 1824 at a spot just south of todays intersection of Gaines Street and Meridian Street and is arguably the most famous monument in Tallahassee.
But the area where it sat is going to become the Meridian Plaza of the new Cascade Park, which is being built by Blueprint 2000 and is scheduled to open in fall 2012. When the plaza is complete, a new marker will be installed -- in the exact spot as the old one.
We have GPS coordinates and references from two different points to the intersection, said Lamar Evers, with the state Bureau of Survey and Mapping. There is no reason for anybody to worry (about losing the location).
The marker sat in a small garden, surrounded by a memorial to the founding of Tallahassee, an American War Mothers monument, a sabal palm tree and a memorial to Gov. Dan McCarty, who signed the bill in 1953 designating the sabal palm the state tree. Those memorials also will be restored to Cascade Park when it is complete; in fact, three sabal palms will be planted near the cascade fountain.
