I was never an advocate of RR ties,they are ugly and dirty.You may opt for retaining wall block,a much neater job.Another consideration would be instead on one wall,two walls at a lesser height.

They open today for another season of parents taking their kids, just like their parents took them, and lovers of all ages sharing a kiss amid the music and rainbow-colored lights.
“As the gloom of dusk thickened, water splashed down the concrete falls, powerful lights flashed on and a colorful kaleidoscopic scene of breathtaking beauty was before their eyes,” wrote one of the estimated 25,000 observers at the falls’ grand opening on May 9, 1932.
