With no proof of purchase and out of hydro you are pretty much out of luck. You could have it hydroed (hydrostatic pressure test) and try but you will still have a problem if they require ownership papers. Ask you gas supplier where or how you can get a new cylinder or if you have your cylinder...

There realy isn't a "two phase". There is single phase that has a neutral wire - sometimes called "split phase".
If you only have 3 phase available, they you may have a problem trying to get 240 volts for a welder. You may need a transformer for this.

A regular meeting of Common Council of the City of Hot Springs, South Dakota, was convened June 6, 2011 at the hour of 7:00 p.m. at the Center for Müller President of the Council in the field of Barry.
Members Present: Carl Atchley, David Burris, Charles Catlett, Raymond Ecoffey, Barry Field, Bobbie Hamaker, Georgia and Carolann Schwarzenbach Pomrenke.
Members Absent: Don De Vries
Current Status: Finance Officer Cheryl Wait, Assistant Finance Officer Debbie Romey and building inspector Scott Simianer.
ALL ACTIONS recorded in these minutes were by unanimous vote UNLESS OTHERWISE NOTED.

Our town was destroyed and our school was severely damaged in Rita. The kids will be returning this year in portable buildings…..Johnson Bayou School in Louisiana.
